These changes bar a previously-sponsored spouse or partner, from sponsoring a new spouse or partner within five years of becoming a permanent resident. read it carefully, this is for that person who were being sponsored

yes he sponsored her in 2009. but according to that his time period is completed in 2012. five year bar is on those persons who were being sponsored( e.g five year ban is applicable to her previous wife, she cannot sponsor anyone till 5 years)

these changes bar on previously sponsored spouse. it doesnt effect my case. since my husband is in canada till last 10 years. he sponsored someone. he was not being sponsored She29
