Yes they send according to country of residence.. Us citizens are processed at ottawa. But lately people are also being transferred to other visa offices which they are not residents of .. So only cic knows how it works lol

Specific month is when application sent to missisauga File transfer=sponsorship approval= appliation sent and started procesing in their designated visa office
