Did you validate the form? (Every time you edit, you have to validate) Sometimes if you rename the file it won't work. so keep the name same and click on validate and save the PDF then upload.

If you apply through student category then IELTS is not required. in student category you need 960 hours of paid work so if you have off-campus work or co-op experience you can use those. Check sinp website for details. you can ask them too. they are will reply your questions.
