I think the wording CIC used on the requirement for pay stubs is "if available". If you don't have all, I'd suggest submit what you have and explain it in the letter of explanation

I'm from the same education background as OP: Chinese Bsc and Canadian MSc. Did CIC unambiguously ask for ECA from you? In my case ECA was not required at all anywhere in my application. And in the questionnaire CIC asked me "Do you have ECA for your Chinese degree?" I answered no and still got...
