It seems that a birth certificate without a name will not be entertained.. you can send an affidavit stating the situation and 10 certificate to be considered as proof of birth.. Rest seniors can advise better .. Good Luck..!!

She can ask CIC about your file from another email ID other than the registered one. Give your details like Name, passport details application delivery date and ask about the present status of her file.. when you will get a reply from CIO then you will come to know the exact situation.. !! Good...
