An advice for this paranoid CIC: put every applicant in prison, cross-examine them, beat them up and use a lie detector. This is much more effective than RQ, but still there is no guarantee: some fraudsters are so damn good!

Dear Lavaland, do you know, that in order to become a citizen one day you need to retain your permanent residency right through all those (long) years as you wait for the canadian passport... That means, you can stay away from Canada ONLY 2 years and some months... In every rolling 5 years...

But if after staying in Canada for 2 you leave and spend 2y11mo. abroad, you will still have the right to return to Canada. Then you will need to live in Canada at least 2 (out of 5) years again in order to retain your PR right.
