I have to agree with your theory. Let's see.. even after 3200+ ITAs for the next 13-14 draws, the current situation is pretty optimistic.

But in the past two years, they were also processing the backlogs, which is not the case anymore. And the overall quota for the economic immigration stream was increased for 2017. Won't these factors have any affect on draws?

Personally, I would suggest waiting and not to waste CAD 1500 application fee. But, it doesn't matter if a person applies for OINP or not.. he or she still will be considered in upcoming draws. Upon receiving a direct ITA.. the OINP application can be withdrawn but the application fee is not...
