You can get your mother's letter notarised. That should suffice.

Recently MyCIC updated to 'We need an additional document from you...' Turns out it was a glitch. CIC previously had a message on their website explaining the glitch. They conveniently removed the message and the day after that my MyCIC status updated - had they left the message as a warning to...

So just got through to them. It was a faulty MyCIC update. I did verify that they are yet to clear the dust off of my application and open it, much less process it! I have a strong feeling that applicants from August through November are going to feel the burn while CIC merrily starts with 2017...
