They had definitely attached your SOP, it could be possible that they don't disclosed it to you. as many knwn consultant have heavy rush so they avoid detail explaination of everything. CANAM is a example, they just believe in submitting your file in high commission, they even don't care about...

They can call for interview, it's there on SPP conditions but they never call for it.

we all are concerned about CHC chandigarh, they are actually not responding to anyone who had applied after September, may be there is some prob. in chandigarh office or maybe it's just the part of their normal procedures.
