I think they are still engaged, not yet married so they can't do Spousal Visa application unless they are married. No Fiance' Visa in Canada....otherwise, they can apply also through Spousal ( common-law marriage) if they meet the criteria.

I believe there's no Fiance' visa in Canada, unlike the US. We had the same problem, but you guys are blessed because she can still come to you for a visit anytime. anyhow, the only way for you to sponsor her is as spousal visa, that means you have to get married first and do inland or outland...
