I still do not understand how can he applay for license, when he is not in Canada? This means that it's impossible to get LMIA for Jim, even though he has job offer!

Paras1991 How can he applay and obtain a license, when he is not currently living in Canada? Moreover, for the electrical engineer license he needs one year Canadian experience under supervision.
