I wonder, and this is pure speculative, if whenever ask for extra paperwork what ever it is,,, the application is not review until the time they give you to submit is due, therefore is a more efficient way to process. For example, if you ask to submit fingerprint RCMP, nobody will review your...

you mean the RCMP certificate with fingerprints.... why they should have it already? Unless he applied before, or have criminal records he should not be on file, I believe

Hard to say.. for example lot of Feb applicants got IP in September and there are still waiting, however some April applicant got it in January and they already got passport request... I am positive that we will have some news during this month.
