so the new bill says "Applicants must be physically present in Canada for three out of five years before applying for citizenship." I understand this will be implemented fall of 2017. Does that mean if I enter Canada and get my PR Dec 2017, live there physically for three years straight...

What do you mean 5 years? This is for Express entry which was introduced in 2015, how can they be waiting over 5 years to receive passports??? Are you referring to a different type of application?
