Yes. He can improve the score by getting CLB 9 or more in all sections but he qualifies the eligibility criteria. He mentioned in his post that his scores are making his profile ineligible.

No. That's not required. I think one only needs to present the highest credential but I would advise presenting all your credentials acquired after 12th grade.

You should choose the option 2 or more degrees of which one is 3 years or more for your second degree.

I didn't see any option to choose out of these 5. Neither could see PGDM or a similar course. The options available are either bachelor or masters.
