    Thank you. I screwed up, I sent only PR card and foreign passport as proof of identity because my health care doesn't have a picture. In theory they'll return my documents you say? Will I lose the application fee as well? Anything I can do at this point to save my application? TIA

    Thanks. There's literally no mention about the no-travel requirement. For the family piece it says "if you're applying for yourself, not with your family". This doesn't mean that you have to not have a family, only that you can't apply together.
