You're right. It might be an exaggeration to call it a "lottery". However luck still plays a big role here. Scenario 1: CIC receives 6000 fully completed, perfect applications on day 1. Let's say 3000 by courier + 3000 by regular mail. How will they pick the first 5000? Will they accept all...

That makes sense. CIC cannot process applications by received time because of the apps that are sent by regular mail to the PO box. It really is a lottery as someone said before.

I'm pretty sure CIC agents are trained to differentiate applications from Quebec, so I wouldn't worry about it.. I know, easier said than done since we're all worried about every little thing in our applications :)

Yes, there's a 10:47am batch. None of us had CC charged yet. Fingers crossed will be next couple of days. To everyone else, please don't respond to the speculating trolls with unconfirmed claims! Just ignore these posts.

That's terrible. I'd be furious too >:( Is there any way to appeal the decision when something like this happens? Since it's their mistake, they should accept the application regardless of the cap.
