If you got one from Cuba which is dated after the date when you left Cuba, you should be good.

Sounds to me like they didn't finish processing the OINPs from 2016, and they're rolling the remaining applications towards their 2017 quota, instead of re-opening OINP at this point. They will probably assess the remaining amount to allocate at a later date, before sending out any new NOIs, so...

Likewise Vabs, same here. I missed by 1 point on 2 separate draws in 2015 before my scored dropped due to age. I'll lose another 5 points in mid march, so I'm hoping the next 3 draws drop to 447.

Once you get a NOI from Ontario, you still have to go through the entire application process, which will take you at least 6 months. People who got nominated last January didn't actually get the nomination until the fall.
