    You can confirm that with any consultant. For example, you can contact David Cohen's office or any other immigration consultant/attorney's office to confirm your NOC. You can email/talk over the phone....

    You can email them and they will respond to you in a timely manner. You will still be able to send your PP within US. I just wanted to let you know that I sent my pp from US and have reached Ottawa today.
