Did you send your application to Vegreville or Mississauga? If it was Vegreville, then it is normal to not have heard anything yet.

Have you gotten approval for the sponsor? What visa office are you going through? Did you try the receipt number from your fee payment?

We dealt with the Paris office - application to Mississauga on January 21, 2011, got our PPR on June 16, 2011 so just under 5 months. We thought they moved rather quickly actually!

No, it isn't legal. Once you get first stage of approval they will give you the open work permit and then you can get another job, but not before that.

To get a work visa for Canada, your prospective employer has to get a positive Labor Market Opinion (LMO) which shows that they have been unable to find a Canadian suitable for the position. Then once they have that and you have a contract/job offer from them, you can submit it for your work...

I think it depends what visa office you are going through!

I believe the only way you can get a new work permit is to do all the same things over again- LMO, job offer, etc. But you could apply for a visitor's permit to extend your stay - you wouldn't be able to work but at least could stay in Canada until the PR is processed

Some visa offices request the passport right at the beginning of the process and keep it until they are finished. Our visa office (Paris) doesn't request it until they're ready to issue the visa. I think most wait until the end, but it seems like Manila, New Delhi and the Chinese ones ask for it...

From other things I've read it can be 2-3 months. The application guide strongly recommends paying the fees at the time of original application to avoid delays in processing.

It sounds like you've done what you needed to do, and yes, it may extend your processing by a couple of months unfortunately.
