The Mar 31 deadline applies to routine applications. RQ applications are considered non-routine. If you scroll down on this page, it says "Non-routine applications take up to 36 months."

Sorry for being devil's advocate here, but why can't you be RQed again when you apply again? You do have to disclose that you are applying again and CIC will have records to know you had been given RQ before.

I was able to fit all the documents in Fedex Express Large Box. Have you tried that? Its best to send through post/courier as you can get a delivery receipt to ensure it was indeed delivered.

I have verified my travel details with CBSA and have a very valid reason for applying with 1099 days - ONLY if I get a chance to speak to a CIC officer when I can explain my situation. I requested on Dec 2 and got it on Jan 6. Maybe the delay was due to the holidays/new years or could be due to a large number of requests! I am sure you will get it soon.
