Yes, you can definitely update your profile. Declining y\an invitation simply puts you back into the EE pool so anything you could do to your profile before the ITA, you can do again :)

If your IELTS score is below 2 years old, you don't need a new one to begin your application

In a nutshell, if you decline an invitation and your CRS score is above the cutoff for the next draw date, you are guaranteed another ITA
