the process of getting LMIA approval involves service canada approval and verification too, so if you have a job offer in quebec with valid LMIA you can get 600 points.

you can absolutely apply and get 600 points as I did, however you need a letter from your employer if they can offer permanent job in Toronto. So the LIMIA approval definitely has a federal approval, however you need to write a letter of explanation with intend to move to non-quebec territory.

CEC inland March 25th applicant, awaiting for PPR, as per GCMS notes everything complete and awaited for an officer review.

I already filled the complaint form expressed my dissatisfaction of processing time, after all we paid for the application to be expedited without any justification to the delay its concerning me.

I am CEC inalnd too, last year CEC inland folks got almost in 3 months :-[

Unbelievably similar , I worked for first 2 and half years in Montreal and moved to Toronto only few months ago.

March 25th AOR CEC iland, got GCMS notes as well as spoke to CIC agent, same story as yours, everything completed an officer review pending dont know when I tried by all means of knowing when that review will be with no luck.

I too had to renew my daughter's passport which was going to expire in Feb 2017, they had hample time to notify me to renew, almost did end of August then I had to go through a renewal process, but then if there are such review to be done its really helps if they had done during initial phase...

As per GCMS notes, the background completed too, the MyCIC status shows inprogress still though, I dont know what the heck they are waiting for man its frustrating.

Almost similar scenario mine March 25th AOR CEC inland with two dependent applicants has been pending for a while BG went in progress on 4th august as per gcms everything completed but an officer has to review. Also found there was a note one agent assigned it to another with a due date of 26th...

What is not normal ? look the data for the current year and say thats not normal.

It is normal there are CEC inland applicants from Feb 2016 still waiting for PPR, it has been taking unusually long time this year compared to last year for CEC inland.

Is there an official way of raising complaint to CIC authorities ?
