From my personal understanding of the announcement - it is mainly targeting the "Visit Visa" section for Bangladesh as our immigration has always been taken care by the Singapore VO. I think DHAKA CHC will remain the media for collecting your passport for immigration in BD. So dont worry about...

I am on the same boat, but the CHC lady said I would receive a letter from their office (indicating CHC) within 8 weeks. Mind you this happened on the 29th of April - 1 day before the change is suppose to take effect. Hopefully they will finish off giving the passports they have in their hands...
