I called IRCC about that and was actually able to talk to someone. It seemed like the person I talked to wasn’t really sure with destroying the card or not and was just told to follow the instructions for online if online submission and instructions for paper if paper submission because...

1. you DO need to provide two pieces of proof of residency since about 2 months ago 2. It would appear that when you applying online they ask you to provide a picture of your destroyed card even if you are renewing it
