    My best guess is that they weren't able to meet the 15K target last year with 23,200 invitations, so they increased the number this year. Also 15K is the number of complete applications they are aiming to receive, so the total number of successful applications would be lower.

    PR Card expires, but their PR status does not expire (just like your passport expires, but that doesn't mean you lose your citizenship!) They can continue to stay in Canada after the card expires; however, once they go back and try to return, they'll likely lose their PR.

    If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their profiles. So technically it's better to keep the old profile, but that's only if you have the lowest score to receive the invite.
