1.. Yes you need to give IELTS again...if you dont score 8 then you dont qualify for ONIP.. 2. Not really unless you have an expired IETLS

NOC 0124 - There is no way to figure out the job demand based on NOC.. the job bank is fraction of actual jobs listed in Canada..

by that logic everyone who made profile after 21st should have got the NOI, which is not the case, I have 433 score and profile went live on 21st.. still no NOI...

No I don't think so, otherwise it easier to make the entire program around NOC, something like OID type and have each of us qualify against this list of NOC...
