Thanks a lot for your response. So the CIC wouldn't care whether I am inside or outside Canada, is that correct? But each province clearly wants their PNP applicants to be physically residing in their province. Wouldn't the CIC require this for these nominated applicants?

Hi friends, I just received my ON PNP certificate, but in the meantime I got a decent job offer from my home country. Now I have the option to submit my PR application to CIC before I leave Canada, but have no idea if they will decline me in the future, because of my future absence in Canada...

From my understanding, you obtained your PNP certificate within Canada and then left the country to apply to CIC? I am about to face the same situation and have no idea if CIC could decline me because of my absence in Canada. Could you share any experience on this? Thanks a lot.
