Technically you cant fly in using citizenship certificate. Need a passport for that. He cant enter with Indian passport which requires a Visa/PR card and he is no longer eligible for that. May be under an assumption that the OP cant obtain Canadian passport in time before leaving to India.

Canada do exchange land entry/exit data with US. You may be able to find that data by requesting history from CBSA. Not sure why they are asking you again.

#2 is what you should do. Your child is automatically a Canadian citizen. You need to apply for citizenship certificate for your kid and there is a long delay for that right now. But you may be able to apply for a passport to your kid directly at any consulates in India...

I wouldn't mess anything with IRCC. When invited for oath let her come in and finish the process. Changing address may put the file and process on hold until she returns back to Canada. I'm not saying it would happen, but there is a chance it can!
