Can’t speak to how normal it is but I have heard of really long delays both with study permit and PGWP applications. A friend of mine was waiting for her PGWP visa for almost a year… Try checking the study permit cases on this tracker, are any of them similar timelines to yours...

Have you considered speaking with a good immigration consultant or lawyer? You have a highly specific case and I think the startup visa program might be the best fit but it’s not simple to navigate… If you ever need a referral to one, let me know!

How long did your case processing take if you don’t mind me asking? I’ve heard it lasting for over 3 years and all the cases I saw in a public tracker from 2020-2021 are still in early processing stages

I second the previous comment, the rules differ by each province so it’s super confusing. Definitely read up on their website, I think you should be able to exchange but maybe there’s a way to get in contact online or over the phone (maybe calling through Skype phone to get Canada?). Good luck!
