I think everyone can order the GCMS notes but you can only order within Canada if you’re doing with the Privacy Act… Also there’s services that can order them for you even if you’re from out of country for a small fee! As for timelines, have you checked with the other ones on this tracker...

Have you considered calling them to check in? I would wait another week or two and if nothing still comes up, try giving them a call. Sometimes things slip through the cracks on their end…

I would say, the embassy probably gave the most up to date status if they’re the ones working on your case… the portal might take some time to update. Also, you can check with other people going through the study permit application process here and check if they’re experiencing something similar...

Maybe you can try reaching out to the IRCC - over email or calling them? If you already have biometrics and aren’t receiving any updates - this would be a good time to figure out what they might be getting wrong with the application. Good luck!
