My parents applied for travel document and since they did not meet the residency obligation the embassy has returned all the documents along with a letter saying that they have an option to appeal within 60 days. My parents do not wish to appeal and want to apply for a visit visa to drop me in...

Hi! My son just received a Travel document to return to canada on Humanatrian grounds. Our PR expired in June 2011. We have lived in canada for only 45 days. From June 2006 to 2011. Would like to know if he will be able to apply for new PR card when he lands in canada.
