Hi! My son just received a Travel document to return to canada on Humanatrian grounds. Our PR expired in June 2011. We have lived in canada for only 45 days. From June 2006 to 2011. Would like to know if he will be able to apply for new PR card when he lands in canada.

My parents applied for travel document and since they did not meet the residency obligation the embassy has returned all the documents along with a letter saying that they have an option to appeal within 60 days. My parents do not wish to appeal and want to apply for a visit visa to drop me in Montreal and to settle me down in my university. Please advise how to proceed further so that they can send their visit visa application as soon as possible as we have to travel next month.

If they do not wish to appeal, have them send an application for a TRV with a cover letter stating that they do not wish to appeal and that they accept the loss of their PR and ask for a TRV in order to visit.

Just for my knowledge- if my parents appeal will they get a travel document to travel to Canada. And what are their chances of getting PR renewed ?

My understanding is that depends if they have physically been inside Canada in the last 12 months. If they haven't, then I think that they don't get the Travel Document to appeal. Changes of winning the appeal? Slim to none, I suspect.

If they appeal and have been in Canada at least once in the past year, they may get a TD in order to attend their appeal hearing. It doesn't mean they'd win their PR back. The chances of winning an appeal depend on their situation. If they did not meet the residency requirements and they have no mitigating circumstances like taking care of sick relative or their own health problems etc., the chances of winning an appeal are slim.
