Did PPR include option of sending passport to Ottawa? To my knowledge, no passport has been stamped for visa in Ottawa recently. Within Canada, they are doing virtual landing and for other countries local visa offices do stamping.

Just send an explanation letter to IRCC describing that your parents are not living in Canada. This letter indicates that your parents were in Canada for some time. If that is not true, include that in the explanation letter.

Sorry to hear your loss. I have not heard of any exception for two years out of five years. Your mother can stay about three years out of Canada in total five years. If one of your parents can have citizenship, both can stay out of Canada for a long time. You may explore this option.

No need to worry, your dad will be receiving pension even after becoming a Canadian PR. Did your parents' medical pass status appear in MyCIC?

Someone from ON should be knowing better. In BC, they need PR card and there is wait time of 3 months. I believe opening a bank account does not take much time.

You don't need to send the scan copies of passport pages now if not asked specifically in the request letter but IRCC may ask later.

There is no rule for landing within three months of visa stamping but delays of case processing due to Afghanistan and Ukraine may result that.

If MP of your constituency could not help, you can try other MPs whom you can communicate easily. The MP of my constituency has appointed one assistant who normally contacts IRCC and she has been helping a lot of families. They may be helpful to know what is happening to your parents' case but...

CIC Vancouver has issued many PPR and invitation to create PR portal in last months. The progress depends upon the complexity of your parents' case. You have not even reported your LVO was Mexico in the past times.

There are many left but most of active applicants have already got PPR. Only about 52% of those included in the tracker have got PPR. However, many are not reporting their progress in the tracker.

The medical expiry date is one year from the medical pass date. You can find the medical pass date in MyCIC. Since your mom is here, she can plan to remain here and when the case will be final, she can do virtual landing. IRCC is mentioning that they are giving priority to cases of Afghanistan...
