Can you see your mother's medical pass date in MyCIC under dependents' details?

They need to complete ArriveCAN requirement when they board the flight to Canada.

Yes, Those who land physically do not have to apply for PR Card.

Wait for few days for eCPOPR then. If your parents have landed in any airport or land border, no need to apply for PR card. It will be mailed to the address provided.

Once you upload PR Card application with photos, you will be receiving eCOPR in the same portal. That is my understanding. Someone who had experience on this may be able to post here.

Send these docs by email and IRCC Webform also if you are not sure.

Only PA will get the PPR and there will be options to send passports.
