The PA has to land before the dependent and you can ask them PR portal through webform.

Reply to that email and mention that your mom needs PR Visa and COPR to land in Canada. They may send your mom's file to NDVO to issue PPR. Alternatively if your mom has visitor visa, she can come and PR portal may be useful to receive eCOPR and PR card.

If you are flying together, you will be allowed to go with your parents there and you can answer questions for them. Most obvious question is that where you will be living in Canada and give the address where PR cards have to be sent. Another tricky question might be how long you will be here...

It will be a lot easier for non-English speaking parents if someone accompanies and guide them while processing of COPR by a CBSA agent. However, if you are not flying with them I don't see any chance that you can enter that area of landing.

Sorry, I am from BC and do not know about CSQ process. I have not seen any message that says there was delay due to birthday error. As I see in this thread, you don't need to worry until the timeline passes.

The PPR letter must be addressed to PA, so webform must go from the side of PA. If you are sending on the behalf of sponsor, then there is PGP inside sponsorship.

You can go through statistics of the tracker in between cell nos <Y4> to <AG4>. IMO, progress of a case depends upon the case officer and documentation condition.
