There will be no issue in changing the address. Your parents have to give the new address to the processing CBSA officer during landing for the delivery of PR Cards.

Send same document again. If it is New Delhi visa office, they send automatic acknowledgement message. Many of us have sent documents this way and the cases do progress. I think IRCC sometimes tests our patience as we are helpless about progress of our parents' cases.

Not sure of the reason you want to land in Saskatoon. As suggested by most above, AirBnB or hotel may be the good option for first few weeks. If you are not obliged to land there, you can settle in other city where you know some of your friends and family.

To my understanding, if the airline allows your mom to fly from her country of origin, she will have no problem entering Canada. In Canada, the officers understand that type of mistakes happen but some countries do not allow you to fly if the names in the passport and visa differ even slightly...

After Decision Made on PR application happens, IRCC will request passports to stamp PR visa. Wait for that to happen soon.

The CBSA officer will confirm with your parents where the PR cards have to be mailed.

They can land in Toronto. If you are changing address of PR card delivery, better to do when they land there.

You have done right thing by sending a webform. Wait for few weeks and call them. It is taking time to receive an "email to create a PR portal" from IRCC. Looks like IRCC not considering this case urgent as your parents are already in Canada. @droidkar
