What? Nobody is refunding you because of a delay. :D The $630 application fee does not guarantee that you will receive any kind of good or fast service or that they will even care about your file. That person got a $100 refund because they mistakenly paid $100 more than the $630 application fee.

It means that the IRCC updated something on your file, and you are not waiting for months with no progress while your file is rotting.
