Didn't you asked the officer about it, they definitely would have explained it. Read between lines there would be an email to send your address and then IRCC will turn it to provincial doc.

Nothing. Just send your address to the email you have received the surveillance from and keep your phone handy as the province will call you as per their wait time.

As I said earlier WES is for highest degree achieved so you need to get it for B.Tech, though you can be asked for Diploma. It would be one though.
