No you do not have to wait until ITA. you can book your appointment online and go to PSK with passport and other ID docs. Rest of the process I have explained in here...

Exactly. I did it now because post ITA we have a lot other paperworks. I did not want to take unnecessary tension. Whatever requires the govt paper works is better to get it done asap.
