Not a PGWP. You can try and get a LMIA backed work permit although this is a lot harder to do.

Yes it is related but almost anyone with any background can get into colleges, and the visa officers know that. If you were to get into a Master's then they would take your application more seriously. I assume you are Indian so think of it like this. Would you approve someone who got approved...
