Unfortunately information on that page hasn't been updated for over 2 years, besides what the date says at the bottom. Processing time by regions are available on cic's main site and for India its 6 months from the time nd receives the file. Judging from the recent updates in the forum it seems...

congrats $10000 limit is cash you can take your jewelry and other personal stuff custom free, just let the officer know. you have one year to bring your personal items custom free but you have to tell customs of what they are when you arrive the first time.
