Well actually, it requires 3 years of work experience but it don't have to be under the same NOC. You can club in your work experiences provided they are gained in the last ten years.

Hi, This could only be due to IELTS score, Try and achieve L-8,R-8,W-7,S-7 or if possible get a masters degree. However, In my opinion at this point of time, you can only work on your Ielts score which can score you a lot of points or at least would make you eligible.
