You can create a new EE profile. My january EE profile was also ineligible due to same reason. But I created a new EE profile last April (which is my 1 year working in Canada) and luckily i was received an ITA on April 10, 2015 under CEC. Best of luck!

Exactly it happened to me about three times update after update. Any progress from your end after 3 weeks?

May I ask when they normally release PPR? How long is background check? And is it normal that my Medical status became "In Progress" again after it was updated as "Passed"?
