Two options you have: If you want sponsor your wife from within Canada, you have to land first, become a PR, return to your home country and then get married. And then you can start the sponsorship process (this can take up to a year from the moment you submit an application for sponsorship)...

Notify CIC as soon as she get the new passport. In some countries it's not obligatory to change the passport due to name change, you can still use the old one. But if she is required to get new, send a CSE with new passport scan and LOI, because the old one would not be valid any more.
