    doubt that, bcz CC is chaged for application received on July 31 and completness checking is always ahead of CC charging.

    NOC 1112 is full now according to the latest CIC info. is there any new CC charged for 1112 after the NOC capped? In this way we can confirm that the CIC number is upadted based on completness checking, otherwise the situation is different.
