basically , they did not give visa to college students . it does not matter how strong ur case . i think u should take admission in university . definately they give u visa.

if you get admission in good university like comcordia or dalhousie .no one care about IELTS . you have to just show that your language of instruction in bachelor is English . it will fill the gap of IELTS . good luck .
