i guess CON is Confirmation of Nomination! I've never come across any statement by Government of Canada stating "maximum time limit", they have always said Express entry will take 6 months and if it goes beyond 6 months we can inquire about it. I hope this makes sense.

I went from IP1 to not applicable last week. Since then it is the same.

I would go for GCMS notes in this situation. The notes will take 30 days to arrive but that will get you a clear idea. There are cases where notes help to make process faster internally as well.

If you were in employed for a month or two, which is usual, you can specify those months as UNEMPLOYED. I think this way you are not giving false information to them. If you provide any information regardless of true/false, they can ask for the supporting documents. This is what i would do.
