For NER, its problem with either Job description or points.... but they met minimum requirement. So CIC needs your file becoz you may challenge the NER in future or you may point their mistake in points calculation or evaluation....

Last year was the worst for FSW applicants.... CIO-sydney blindly issued PERs with out proper evaluation of documents and points Also CIO did not verify any of the job description letters.... they did very bad job on that... CIO-sydney was heavily criticized for what they did last year with...

He can appeal if and only if, his ECA report clearly mentions it is equivalent to Master degree...... If that is the case 100% he can appeal or even contact the cic to correct the error...

FYI: ECAS shows only two-three days before PER in some cases it takes time. After cost recovery the officer at cio has to touch your file first,,... then only ECAS will appear online, till then you can consider that your file has not been touched by officer... I applied on Aug-11 and my ecas...

Is the VO CPC-Ottawa? looks like.... The email they got is not NER.... Looks like some how he/she missed PER email They started processing your case on xx-xx-xxxx that means rejection is from VO

ECAS shows online status for your file only for 360 days after rejection.... looks like its about a year already you have been applied first time...

I can check ECAS from Sunday or saturday where as I got PER on Tuesday (2nd dec), so two-three days before I got PER
