you cannot apply with the copy of IELTS result, you need to send the orginal. you can request one to the IELTS exam center at your place.

If you are Indian living in United States as Non Resident then you can apply at Indian Embassy Washinton DC for PCC, this is as per CIC website for Non Resident Indian's. The wait time is 10 business days.
