It is is on the CIC website FAQs. I just could not find it for you. It was mentioned there that we can have multiple PR applications and they will withdraw the other applications once you get approval from one PR application.

HI AlexandraO, My paper based application is currently linked to my online account. Then after that I could not see the Express Entry button for me to be able to create my profile. So I decided to create a new CIC account to submit my EE profile.

No, I did not withdraw my paper application. I just created a new CIC account. One of my account is tied with a sign-in partner and one is with GCKey. Yes, both of them are tied to all the same info.
